Head of Technical Services (FM

To ensure all technical services are delivered in an effective, efficient and professional manner to the complete satisfaction of all of our direct / indirect clients and the management
Manage and control the technical services & operational activities/deliveries of in-house team and outsource service contracts. Core activities include but not limited to management and supervision of hard service activities in the most effective manner
Ensure technical operations in accordance with federal, local and regulatory authority rules and regulations
Ensure technical operations in accordance with international standards such as SFG 20 / ASHRAE /IEEE/ NFPA / NADCA / WHO / LEED etc.
Plan manage and execute maintenance regime covering all assets in the Head of
Technical Services in company (External and Internal Areas) :
Time Based Maintenance
Condition Based Maintenance
Routine and breakdown Maintenance
Responsible for Budget preparation and management – CAPEX and OPEX
Plan manage and implement Cost reduction and profit making initiatives
Ensure tracking and management of all technical requests achieve higher completion status
Responsible for management of staff and manpower planning
Creation and maintenance of Forward Maintenance Register ( FMR)
1Introduce / implement energy management / conservation plans. Provide status report on regular basis
Effective management of workshop, vehicles, equipment and tools.
Motivate and lead subordinates to execute and perform job responsibilities for maximum productivity while maintaining a high degree of moral
Implement higher safety standards and ensure safety at work.
Act as the direct customer-facing representative of the assigned contract, department, section or geographical operational area in dealing with the customer / investors for day today
Attending to management daily, weekly, monthly meetings as required, find meaningful remedial/corrective actions when responding to investor complaints this includes visiting and discussing with the end user of his/her dissatisfaction/ comments. Escalate maters beyond the operational responsibility to Facilities Manager / Director as appropriate
The production of the periodic progress reports as required by the Investor / management.
Design and develop operational procedures taking into account health and safety, quality and environment concern.
Co-ordinate the supervisory staff and technicians to execute the planned / unplanned maintenance activities
Periodic site visits to ensure the work is executed as per the time and within allocated budget meeting best industry practices
Ensuring that all sub contracted staff used on operational delivery are approved and competent for the specific tasks
Maintenance of a safe working environment for all staff and subcontractors engaged by the company and fully aware of EHS & Q policies
The production of estimates / proposals as required for service contracts / refurbishment projects or variations
Fully responsible for ensuring proper surveying, preparing of snag reports, taking over and managing DLP & warranties of all new facilities falls within the assigned contract, department, section or geographical operational area
Fully responsible for implementing audits of technical services improve performance of technical services; add value to the contract through conducting maintenance reviews, trend analysis and identifying prevention solutions including energy management. Contributing to continuous improvement and drive for value for money
Fully responsible for ensuring the availability of staff at all the times for schedule works and emergency requirements meeting the required service delivery levels
Fully responsible for ensuring timely delivery of billing advices from operations section
Ensure availability of all required minimum stock levels of parts & materials at all the times delivering the services with downtime minimize
Carry out any other appropriate works as assigned time to time
Deputize for the Manager when assigned in his absence.

Investors , end users, contractors, suppliers
Relevant regularity authorities and government institutions as required for the business requirements
Qualifications, Experience and skills:
Engineering degree or equivalent in relevant field
10 to 15 years management experience preferably within the Facilities Management industries, out of which at least 4 years’ experience managing the delivery of complex high value high end contracts
Possess good communication skills. Fluent in written and spoken English
Should be familiar with standards of regulatory bodies as applicable to operational contracts including but not limited to UAE Federal rules and regulation, Health and Safety, IEE, ASHRAE, UAE Fire and safety code, Local civil defense, NFPA, SEWA, Sharjah Municipality, EHS, local governing body
Should possess a valid UAE driving license
Should have good working knowledge of common computer applications
Demonstrate good man-management and interpersonal skills. He/she will have experience of managing his/her own staff and working closely with suppliers/contractors monitoring their works for quality and overall value for money
Having good working knowledge of Computer Aided Facilities Management Systems (CAFM)
The Head of services will be a highly motivated, flexible individual, with energy and drive having good planning and execution abilities. He/she will exercise an analytical, approach to problems and maintain an active interest in the changing works environment that will affect the assigned contract, department, section or geographical operational area.
